WHAT IS A NEIGHBOURHOOD PLAN?
A neighbourhood plan gives communities the opportunity to set out their planning priorities and aspirations for the future of their community area (e.g. parish). It is a right introduced under the Localism Act 2011
Once approved, neighbourhood plans are used in the determination of planning applications.
Whilst neighbourhood plans cannot block development that is already part of the local authority’s (e.g. CBC) Local Plan, what they can do is shape where that development will go and what it will look like.
Neighbourhood plans can also be used to influence and negotiate with any developers.

There are 5 phases to developing a neighbourhood plan with the expected timeline being 18-24 months.
